Mandatory Training for Drone Owners

I'm a retired air martial and a member of my local home owners association and I don't think we can undo stringent regulation without consequences. I think we should enforce a permit system for owners a drone that weighs more than 300 grams (the minimum size needed to be powerful enough to fly into shared airspace). 

The course should be short, like the WA skipper's ticket, but penalties should be able to be enforced for not having a permit by local council, so that the control of drones are as close-to-home as possible, meaning that the people with expertise about how much of a threat drones might be to the community have the final say.

A mandatory short course will raise awareness for the risks of flying and might help prevent damage to persons or property. It might also offer an extra layer of legal protection.
